Calculate the J Stetson statistic as a measure of variability

Parameters:

Time of observations

magndarray

Magnitudes of each observation

mag_errndarray

Errors on the magnitudes

pair_thresholdfloat, optional

Threshold for whether to consider observations close enough, by default 0.021 days (=~30 min)
